The short answer

Do not fight the gate. Thank the buyer and ask what HR needs to see, who the contact is and whether the hiring manager can introduce you. Then ask what role is stuck, so you can write to HR about something real. Aim for one introduction with context, not a cold email into a queue.

Why buyers say it

A hiring manager may not be able to sign vendor terms alone, so the answer can be literally true. It is also a clean way to hand off a call. The buyer wants a decision about the role, but does not want the paperwork.

How reps lose the deal on it

  1. They ask for HR's email and end the call. The email arrives with no context and no sponsor.
  2. They say "we do not need HR for this." The buyer knows their company's rules, and the rep sounds careless.
  3. They lose the open role. The conversation about what the manager needs ends, and HR gets a generic pitch.

A short note with the open role, the hiring manager's name if allowed, what you can do for it and what you need from HR. Keep it to the point and ask one question.

How do I proceed when the manager will not introduce me?

Ask what makes it hard. It may be timing or trust. Offer a small step, like candidate summaries they can forward. Do not go around them without saying so.

What does HR usually need before adding a staffing firm?

It varies, so ask. Common items are a vendor agreement, proof of insurance, fee terms and references. Have them ready before you write, and say so in the first line. HR moves faster on a firm that arrives complete, with a manager's name and a stuck role attached.
